FCC Chairman Mr. Powell の引退

いろんなところで取り上げられているが、FCC の Chairman である Michael Powell が引退を表明した。

彼は、最近同様に引退を表明したパウエル国務長官の息子であるという点で有名だったのであるが、これで、親子共に２期目となるブッシュ政権から去ることになった。

There's no doubt that moral conservatives, big media conglomerates, VOIP providers, and incumbent telephone companies will miss Chairman Powell's easygoing approach to regulating new technologies and media mega-mergers, while bringing the hammer down on radio and TV broadcasters for what the Commission considers to be indecent material.

IT バブル崩壊後の 2001 年から FCC Chairman であるわけだが、その前からも FCC の要職を務めており、いまの米国の規制緩和に基づく通信・放送業界の隆盛の基礎を作ったといっても過言ではない。それは、"Chairman Powell's easygoing approach" のくだりからも読み取れるかと思う。

また、後半の "while bringing the hammer down on radio and TV broadcasters for what the Commission considers to be indecent material" のくだりは、昨年のスーパーボウルのハーフタイム・ショーで、ジャネット・ジャクソンの胸が露出した事件を指しているもので、次の様なコメントを残している。

“I am outraged at what I saw during the halftime show of the Super Bowl. Like millions of Americans, my family and I gathered around the television for a celebration. Instead, that celebration was tainted by a classless, crass, and deplorable stunt. Our nation’s children, parents, and citizens deserve better."

まあ、 easygoing な面や new technologies への理解といった面と、ジャネット・ジャクソン事件への対応における保守層へのアピール等のような、バランス感覚のある人だったのかもしれない。

Michael Powell が引退し、次の Chairman に変わることで米国の通信・放送政策ががらりと変わる可能性が大きく、このことは少なからず日本の総務省の通信・放送政策へ影響があると思うと、しばらくは FCC の人事からは目が離せないかもしれない。
